STOP Flock's Backdoor Tracking of Gun Owners

To Governor Abbott and the members of the Texas Legislature:

WHEREAS: Flock cameras and other automated license-plate readers can create searchable records showing where law-abiding Texans travel, whom they associate with, and which constitutional rights they exercise;

WHEREAS: These systems can be used to identify and track Texans visiting shooting ranges, gun stores, gun shows, churches, political meetings, and other constitutionally protected locations;

WHEREAS: Law enforcement should investigate suspected criminals based on probable cause — not record the movements of millions of innocent Texans and search through them later;

THEREFORE: I urge the Texas Legislature to revive and strengthen Representative Brian Harrison’s plate-reader reform by passing legislation that:

BANS state and local government agencies from tracking Texans through Flock cameras or automated license-plate-reader networks without a warrant based on probable cause;

PROHIBITS Texas agencies from sharing Texans’ movements with federal agencies or national surveillance databases;

REQUIRES the prompt deletion of records unrelated to a legitimate criminal investigation; and

STOPS government agencies from monitoring lawful Second Amendment activity.

Fellow Patriot,

The surveillance state is building the machinery to track where Texans drive, whom they meet, and which constitutional rights they exercise.

Flock cameras record license plates, vehicle descriptions, dates, times, and locations. Connected through searchable databases, they can give government agencies a detailed record of your movements — even when you have not committed a crime.

For gun owners, that means bureaucrats could identify vehicles entering:

• Shooting ranges and firearms-training facilities;
• Gun stores and gun shows;
• Second Amendment rallies and political meetings; and
• Any other location the government decides deserves scrutiny.

Let’s be clear: the government does not need your firearm’s serial number if it can track every trip you make to the range, gun store, or gun-rights meeting.

That is backdoor tracking of gun owners.

Texas Gun Rights is demanding the Texas Legislature ban warrantless government use of Flock surveillance networks, stop Texas agencies from sharing Texans’ movements with federal bureaucrats, and require the prompt deletion of records unrelated to legitimate criminal investigations.

Law enforcement should investigate criminals based on probable cause.

It should not track millions of innocent Texans and search through their movements later.
