Petition to Pass Kyle’s Law

To: Governor Greg Abbott, My State Senator, and My State Representative

WHEREAS, the natural right of self-defense is the foundation of the Second Amendment, ensuring that every Texan has the ability to protect their life, family, and property from violent attack; and

WHEREAS, under current Texas law, even when a citizen is cleared of all criminal charges after using force in lawful self-defense, they can still be dragged into costly and abusive civil lawsuits designed to financially ruin them; and

WHEREAS, Texans like Kyle Carruth have been forced through years of such legal battles despite being cleared in a self-defense shooting — proving that the law does not yet go far enough to protect those who act righteously to defend themselves; and

WHEREAS, Kyle’s Law would fix this injustice by granting full civil immunity to justified self-defenders, establishing a presumption of justification when grand juries decline to indict or when acquittals or dismissals occur, and allowing self-defenders to recover attorney’s fees, court costs, lost income, and related expenses;

THEREFORE, BE IT RESOLVED that we, the undersigned, demand Governor Abbott, my State Senator, and my State Representative take immediate action to pass Kyle’s Law and protect law-abiding Texans from financial ruin after being cleared of wrongdoing in criminal court.

Fellow Patriot,

We must defend Texans who defend themselves.

Imagine the nightmare: You act in clear self-defense — defending your life or your family’s life — and a jury even clears you of all criminal charges. Your nightmare should be over, right?

Wrong. 

Under current Texas law, you can still be dragged into years of costly civil lawsuits brought by the very people who attacked you or their families. 

Even after being acquitted or “no-billed” by a grand jury, you can be bankrupted for the “crime” of saving your own life.

This is exactly what happened to Texans like Kyle Carruth, who was forced into years of legal battles despite acting in self-defense.

That’s why we need Kyle’s Law, to ensure that:

  • Any Texan who uses or threatens force in lawful self-defense is immune from civil lawsuits.

  • If a grand jury declines to indict, or if you’re acquitted or charges are dismissed, you are presumed justified and cannot be sued.

  • Self-defenders are not only shielded from lawsuits — they can also recover attorney’s fees, court costs, lost income, and other expenses if someone tries to drag them through civil court anyway.

If you can’t exercise your God-given right to self defense without fear of financial ruin, you don’t have a Second Amendment at all.
